Wow! I’m surprised when I get readers in other states. I didn’t realize I had readers on other continents!
I don’t know why you can’t grow basil and rosemary on your balcony, but here are some suggestions to help you try to figure it out. First, do you get enough light? I always look at that first because for many years I had a lot of shade around my house. Next, check the soil. Some good potting soil should work well. Then look at watering. If you have your plants in a pot, you’ll have to water once a day, and if it’s hot and dry, you may have to water twice or three times a day. The smaller the pot, the more often you will have to water. It’s best if you have a pot with drainage holes so you don’t overwater. Place a saucer underneath if you don’t want a mess. Also, make sure you start with a good, healthy plant.
Your problems could have something to do with your weather or something specific to your area. Talk to the folks at your garden center or another gardener in your area. They may have better tips.

Really like the mixture you have in the planter with basil and lettuce! I don’t know why I just couldn’t grow basil and rosemary on my balcony. Failed twice! I won’t give up.
